Open cPanel server console SSH and login as root (it is required for the user to be exactly "root", other users - even with root privileges - may not have all required permissions for plugin installation).
Execute installation command:

Done. Now in all cPanel accounts you will see button Site Builder in "Software" section.

Note:

Make sure that passive mode in FTP server is enabled.
Make sure that "FTP Manager" is enabled on WHM system for your customers.
