Pakistani Digital Environment of 2026: Hosting, E-Commerce, Domains & Digital Growth

Pakistan's digital market moves at two speeds. Mobile access and digital payments are already mass-market, while the hosting, caching and domain infrastructure that online businesses depend on is still thin. Almost every number below describes that gap.

By the end of March 2026 the country had 161 million broadband subscribers and 207.2 million telecom subscriptions in total, with broadband penetration at 64.2% — up from 32.6% in 2019 — and teledensity at 82.6%, as the Pakistan Economic Survey 2025–26 records. Cellular mobile services cover 92% of the population, and 3G or 4G signals reach more than 81%.

Coverage is not the same thing as use. Internet Society Pulse counts roughly 57% of the population online, against a population of about 255 million, and subscriptions are not people: one user can hold several SIM cards or connections.

Wallets, Not Cards, Carry Online Commerce

Mobile wallets and bank transfers are the engine of online commerce here. In FY2025, 93% of e-commerce transactions by volume went through accounts or digital wallets rather than cards, which leaves cards a minority channel.

QR acceptance has grown into a separate rail. More than 86 million QR transactions were processed in the same year, worth PKR 234 billion, with around a million merchants enabled to accept them. E-money wallets posted the fastest growth of any channel, with volumes and values doubling within the year.

Retail payments overall reached 9.1 billion transactions worth PKR 612 trillion, and 88% of them ran through digital channels, up from 85% a year earlier. The figures come from the State Bank of Pakistan's Annual Payment Systems Review for FY2025.

Cash did not disappear, though. Cash on delivery still covers roughly 80% of online purchases in Pakistan, against under 10% in Indonesia, per PwC's Banking Publication 2025.

E-Commerce Growth Ahead of the Rails

The e-commerce market reached US$7.7 billion in 2024, with a projected 17% compound annual growth rate through 2027, as the government's own assessment puts it. Formally registered e-commerce merchants passed 9,500 by June 2025 — a small number next to a market of that size, which says more about registration than about trade — and the same PwC analysis places Pakistan as the 46th largest e-commerce market globally. Regulation is still catching up: a draft E-Commerce Policy 2.0 for 2025–2030 covers cross-border trade, logistics and payments.

Hosting: 19 Data Centres and One Internet Exchange Point

The country runs about 19 data centres and one active internet exchange point, and 32% of its 311 active networks connect through an IXP. Only 21% of the top 1,000 websites in Pakistan can be served from an in-country server or cache, against an Asian average of 50%.

For the other four fifths of those sites, traffic may be routed through infrastructure outside the country, which can mean higher latency and weaker resilience than a local footprint would give.

That ratio is what local hosting capacity is meant to change, and it is where local providers such as QW HOSTING sell shared, reseller and VPS hosting from Karachi to businesses that want their sites closer to their customers. Public money is going the same way: two Tier-III national data centres with an international gateway are in the USF programme, and the National Telecommunication Corporation has begun planning a cloud-based, AI-enabled data centre in Karachi at a cost of PKR 786.4 million.

Domains: The .pk Zone and What Businesses Choose

The national zone is operated by PKNIC, which sets registration rules and its own pricing. In August 2026 the registry raised .pk prices by PKR 300 per domain per year, to PKR 2,100, while the rate for registrants based outside Pakistan stayed at US$15.99 a year. Around 162,054 domains are registered under .pk, per Internet Society Pulse; an independent daily count of the active zone puts it near 138,913, though that source is not an official registry and the two figures measure different things.

Many Pakistani companies still choose .com and host abroad, which keeps the national zone smaller than the volume of business it could serve. For a business weighing the two, QW HOSTING's domain checker compares availability and pricing across .com, .pk, .net and .org.

IT Exports Are the Country's Strongest Digital Product

Digitally delivered services have grown to around 10% of Pakistan's total exports, while the country holds 0.1% of the global digital services market — India 5.8%, Indonesia 0.2% — the World Bank's Pakistan Development Update, October 2025 finds. The same report notes that the country is the second-largest exporter of IT services in South Asia after India.

The money figures come from the survey, and they cover July–March of FY2026: ICT export remittances of US$3,388 million, up 19.7% year on year, a trade surplus of US$2,911 million, freelancers' remittances of US$856.3 million and telecom revenues of PKR 837 billion. ICT is by far the largest service export, ahead of other business services.

What This Means for Hosts and Resellers

For a business selling websites in Pakistan, four things in this data decide the offer. Broadband penetration doubled in seven years while only about 57% of the population is online, so most new site owners are still first-timers who need a bundle rather than a hosting plan. Checkout has to work with wallets and QR codes. .pk came with a price increase in August 2026, which makes a domain part of the conversation instead of an upsell. Where the Opportunity Sits

Local hosting and data centres, CDN and caching inside the country, payment infrastructure, logistics, and tools for small business — those are the gaps the market has already paid for elsewhere. The constraints are equally clear: uneven access to good connectivity, thin local internet infrastructure, and e-commerce rules that are still forming.

One item on that list does not have to wait for new infrastructure. Where Growth Is Being Built

Under the Pakistan Software Export Board, 25 software technology parks have been set up in primary and secondary cities, and 10 to 12 more were put out to tender in December 2025. A programme to establish 250 e-Rozgaar centres by FY2027 is under way — 50 were operating during FY2025, with 4,600 freelancers working from them and a target of 20,000 jobs. On the inclusion side, 800,000 digital wallets were enabled within a single month, and more than 240,000 women completed digital skills training.
